"Seplecan" looks like a Transylvanian Romanian surname. It is a typical place name-derived surname, the putative place name being Seplec(u) or Sepleac(u), but I didn't find such a place name in Transylvania. But it is possible that "Seplecan" is a variant of the surname "suplacan", derived from the place name Suplac(u) (there are two such village names in Transylvania: Suplacu de Barcau, in Hungarian Berettyoszeplak or simply Szeplak, and Suplacu de Tinca, in Hungarian Tenkeszeplak or Szeplak). It looks that "Seplecan" is rather derived directly from the Hungarian form (Szeplak) than from the Romanian Suplac.
