But in central europe, especial in Hungary that doesn't necessary mean ethnicity or nationality, because thru the centuries, for various reasons, the population got very mixed, not unlike in the US.
The most important for you is to find out the birthplace and mother tongue of your ancestors.
I looked up few names in the Hungarian archives for you, in case you have indication, that they came from Hungary or Austria-Hungary. Based on these records, the hungarian Kudlovich/Kudlovics[ch=cs] lived in Mezökövesd and Eger, north-central Hungary.
But remember you need to verify your own family datas first.
Kudlovich Imre, 1827-1897, politician, writer, hero soldier in the Hungarian Independence war against Austria, born and died in Mezőkövesd, Borsod County, Hungary, went to school in Miskolc(z), Eger and Eperjes/today Presov-Slovakia. His name turns up in the works of Kálmán Mikszáth, one of the best writer in 19th century Hungary.
His address in Budapest while member of the Parlament: Kecskeméti str. 9, paid taxes in 1888 567 forint.
